The 4th Carbon Fees, Carbon credit and Carbon Tariffs Forum
2025 年，臺灣邁入淨零轉型的關鍵行動階段。碳費制度自今年正式上路，徵收與管理機制逐步落實，並與「自主減量」及「碳費抵減」兩大配套制度相互配合，帶動企業積極推動減碳行動。同時，主管機關規劃於 2026 年試行總量管制與碳交易制度，並預期在 2027 年建立碳費與排放交易並行的雙軌架構。
在極端氣候加劇、全球升溫挑戰嚴峻，以及產業淨零轉型壓力日益增加的背景下，臺灣必須緊扣最新的國際政策與技術發展脈動。如何在碳費、碳權與基礎減碳目標倡議的推動下，引導企業有效整合產品碳足跡與碳排放數據，將是我們共同面臨的重大挑戰。
本屆論壇再次匯聚產官學界菁英，共商臺灣淨零轉型的迫切大計，攜手迎向永續未來。
In 2025, Taiwan enters a critical stage of action in its net-zero transition. The carbon fee system officially took effect this year, with collection and management mechanisms gradually being implemented, and is complemented by two supporting measures—voluntary reduction and carbon fee offset—to drive companies toward more proactive decarbonization efforts. At the same time, the competent authorities plan to pilot a cap-and-trade system in 2026, with the goal of establishing a dual-track framework of carbon fees and emissions trading by 2027.
Against the backdrop of intensifying extreme weather, the severe challenge of global warming, and mounting pressure on industries to achieve net-zero transformation, Taiwan must stay aligned with the latest trends in international policies and technological development. How to guide businesses in effectively integrating product carbon footprints and emissions data—under the momentum of carbon fees, carbon credits, and baseline reduction initiatives—will be a major challenge we must face together.
This forum once again brings together leaders from government, industry, and academia to deliberate on Taiwan’s urgent net-zero transition agenda and to join hands in moving toward a sustainable future.
